OSACS has established four (5) Community Care Centers (CCC) in the state through NGOs like The Medics at Bhubaneswar of Khurda district, Utkal Sevak Samaj at district head quarter at Cuttack, Tata Steel Rural Development Society at Bahadurpeta of Ganjam district, Lepra Society at district head quarters Koraput district & Jyothi Community Care Centre Kuruda Balasore.
The Community Care Centers are providing low cost community care to the People Living with HIV/AIDS in the State. PLWHAs will receive treatment for opportunistic infections, nutrition, counseling and care at the centre. The NGO will take up the treatment and care of 10 PLWHA for a period of maximum 15 days. After 15 days a committee (PD, Clinic Doctor, NGO member) would decide on whether to extend the patient’s stay or not.
There is a constant endeavour to arrange rehabilitation for PLHAs who come to the CCCs – as of end of 2007, 3 PLHAs have been rehabilitated; one is at the Stitching Centre at Rourkela & another two (Mother & baby) are staying at the destitute home of “HOINA LEPRA SOCIETY” at Muniguda of Rayagada district for vocational training.
As per the direction of NACO, the funding pattern has been changed w.e.f from 1st January, 2008. OSACS will not be directly funding these Centres - Population Foundation of India (PFI) is the principal recepient of funds and the sub-recepient is Catholic Bishops’ Conference of India (CBCI), Kolkata. OSACS will be responsible for monitoring and supervising the programme.
