In the second year of NACP-3, as we commit ourselves to halting and reversing the HIV epidemic by 2012, OSACS has been able to initiate small but significant steps in the context of prevention, care and support in HIV.

Orissa is a state with multiple vulnerabilities to HIV, even though levels of prevalence continue to be ‘low’. Huge numbers of migrants, especially seasonal migrants who move out without their families; large number of truckers transiting through; a huge proportion of unorganized labour force which is difficult to reach; a large tribal population - all of these make it imperative to have strong prevention and control strategies for limiting spread of the HIV virus. In addition, we have the challenge of providing support to the increasing numbers of HIV positive persons, most of whom are in the lower socio-economic bracket.

Some of the important initiatives in this regard are:
  1. Increase in the number of Anti Retroviral Treatment (ART) Centres from 1 to 3.
  2. A hugely successful Red Ribbon Express campaign in the state – reaching out to more than 2,73,000 persons within a span of less than a fortnight.
  3. Increased numbers of Integrated Counseling and Testing Centres (ICTCs) – 129 as in April 2008
  4. Successful sustained media campaigns in electronic, print, folk and mid-media
  5. Increase in number of drop-in centres from 1 to 3.
  6. Inclusion of Persons living with HIV under Madhubabu Pension Yojana for monthly pension.
  7. Covering transport costs of persons living with HIV for travel to the ART centres.
  8. The State Council on AIDS has been formed, as the highest policy making body on HIV/AIDS in the state, comprising Secretaries to Govt. of various Departments, and chaired by the Hon’ble Minister, Health and Family Welfare Department.
  9. I would like to thank our partners, and am looking forward to strengthen our partnerships and form new ones, in the journey ahead.
