Targeted Intervention
|
Targeted Interventions (TI) are a specific set of intervention in HIV/AIDS Control Programmes meant specifically to reach out to groups seen to practice high-risk behavior (HRG). High Risk Behaviour Groups (HRGs) are divided into Core Groups (comprising Female Sex Workers (FSW), Injecting Drug Users (IDUs), Men having Sex with Men (MSM) and Bridge Groups (Migrant workers, Truckers and Local Transport Workers). Targetted Interventions are implemented through partner NGOs/ CBOs. The goal of NACP-3 is to saturate coverage of high-risk groups through TIs. It is estimated that if 80% of the high risk groups are reached, it would effectively lead to saturation coverage of HRGs.
Apart from prevention of HIV infection, TIs facilitate prevention and treatment of sexually transmitted diseases as they increase the risk of HIV infection, and are linked to care, support and treatment services for HIV infected.
OSACS issues advertisements from time to time as per requirements to involve more NGOs / CBOs and also for empanelment for all districts to cover more HRGs thorough Targeted Intervention Projects.
The main components of the TI projects are Behaviour Change Communication, Treatment of Sexually Transmitted Infections, Condom Promotion, Enabling environment & Community Mobilization
The principles guiding the implementation of Core High Risk Group TIs are:

District level mapping of HRGs and planning

Focus on coverage of clients of sex workers and partners of MSM as well as IDUs.

Linkages between TI and continuum of care.

Focus on enabling environment (including equitable access to services).

Forming CBOs to represent the community.

Setting up Technical Support Units at the state level to enhance the capacity of partners and quality of interventions.
The principles guiding the implementation of the bridge population TIs are:

Mapping of major halt points of truckers and hot spots of migrants.

Focus on labour related migrants between source and District level mapping and planning
-
Focus on coverage of clients of sex workers and partners of MSM as well as IDUs.

Linkages between TI and continuum of care.

Capacity Building of TI Staff:
To ensure quality of interventions, TI staffs have been trained with various components of TI mentioned above in the light of NACP-III operational guidelines by Master trainers of NACO.
Xavier Institute of Management, Bhubaneswar has been selected as the State Training Resource Centre to be able to build capacities of the TI partners.
