Orissa CM launches first ever pension scheme for Persons Living with HIV/AIDS in the state in February 2008 – Persons living with HIV to get a lifelong monthly pension of Rs. 200.
The Chief Minister of Orissa, Shri Naveen Patnaik launched the Madhubabu Pension Yojana, a social security scheme which, perhaps for the first time in the country, covers all persons living with HIV in the state. There will be no physical verification of the PLHIVs – consent for inclusion of a positive person would be taken at the ICTCs during post-test counseling, after which the list of names and addresses of persons who have agreed to receive the pension are sent to OSACS, for entering into a database and forwarding, after collation, to respective District Collectors. The Collectors would then forward the list to respective Block Development Officers, who would then send the pension amount of Rs. 200 in the form of an account payee cheque to the address of the PLHA. This has been designed so that the PLHA’s confidentiality is protected at all times, and there is no need for the recipient to come in person for verification or disbursement. However, it does come under the concept of ‘shared confidentiality’ and beneficial disclosure.
Studies have shown that households with an HIV positive person spend significantly more on health related expenses than non-HIV households, and have higher rates of school dropouts among children, lower spending on food, etc. This social security provision is expected to compensate to a certain degree, the additional costs associated with having a HIV positive person in the family.
